81. IMO, Rove obviously had plans to flip Ohio just like he did in 2004

Ohio was stolen in 2004. Kerry was ahead but suddenly fell behind after a system crash. Votes in some of the largest Democratic counties suddenly flipped. That's what ORCA was. Not a get out the vote system but a system to flip votes.
