As mentioned above, the "if it were legal" dodge is meant to cover the fact that the detailed plan spouted by these two cretins won't be carried out by them. But considering the audience for their yammerfest, it's entirely possible that it is likely to cause someone else to commit lawless actions. The only quibble is over the vague word "imminent." How soon after laying out their plan qualifies as "imminent"? A couple of days, a month, six months?

Anyway, while we shouldn't listen to these nincompoops, it's a sure bet that somebody is listening with a very sympathetic ear. Ignoring them is a signpost on the path to "Who would have believed such a thing could happen" in the aftermath of another mass killing.
