You can't micromanage the hiring policies of businesses. Many of them are on razor thin margins and they have to have the ability to make their own decisions on employment or they won't form businesses in the first place.

It is unfortunate that Obama went with this convoluted plan based on employment rather than single payer, not based on employment.
