Paid out of their own pockets. The government doesn't hand out peanut butter and jelly sandwiches because of public health issues. That's why the Red Cross gets government money (strict food handling guidelines) and Food Not Bombs gets driven out of public parks for trying to feed the homeless. I think this was neighbors helping neighbors - perhaps an even sweeter story.
