Aside from Sam Rayburn, you’d be hard pressed to name another Speaker in modern history who could shepherd through major, controversial, legislation with such aplomb.

In all of American history, Henry Clay is probably the very best but Pelosi is absolutely in the conversation along with the aforementioned Rayburn, Thomas Reed and Joe Cannon. Tip O’Neil was also pretty good considering what he had to deal with.
