"1st/2nd/3rd World" had nothing to do with economic strength or any of the other things you mentioned.
By definition - the "first world" consisted of the US and her allies. The "second world" was the Soviets and their allies. And the "third world" was everyone else.
There is therefore no policy failure (or other thing that upsets you) that could remove the US from "first world" status.
