For example I'm in Pittsburgh - Allegheny County, Pennsylvania. We have a high percentage of Democratic voters and our Democratic Party is strong here.
However other areas of Pennsylvania - we have a lot of rural counties - it's 50/50 or the Repukes are in much higher numbers. That's where this message would mean something, where there really is a danger of Repukes suppressing votes. In those areas the Democratic Party is the weakest, and without funding for ad campaigns. That's where grassroots support with letters to the editor, message boards, Facebook pages, etc. can really make a difference.
I'm sure this is true in many other areas, states with big city populations in addition to rural/small towns.
