5. The vote counting process in my union was

That volunteers would break up into groups. The first one took out the inner envelopes holding the secret ballots from the envelopes they were mailed in. The second one took out the ballots. The third unfolded all the ballots and handed them to the people counting and tallying the votes. One group observed to make sure everything was done correctly. If needed the ballots could be recounted.
