Yep, to some degree and in some fashion the government must get into the "anti-lying" business.
Just how crowded does the room need to be so that falsely shouting "FIRE!" becomes an unlawful act? I always thought that some responsibility for whatever damage was caused thus should be on those who, though unburned and unsmoked, run about damaging stuff.
The sharing of facts is the best defense against misguidedness.
