Of course, there's no risk to him personally to say that now. His stance seems to be that the nation just needs to hang on for another 13 days, and trust that the people in his administration won't carry out any insane or illegal orders that Trump might issue. Jake Tapper is trying to get Kelly to say that there need to be repercussions or consequences for Trump beyond just losing the election. Kelly is talking about Trump like he's a cranky toddler, but he's reluctant to say that Trump should face any censure or punishment. I feel like Kelly's about two sentences away from saying that Trump has suffered enough by losing the election.
