The only reason that Massachusetts was able to cover pre-existing conditions is because there is an insurance mandate, just like Obamacare. Doing health care on a State by State basis would also greatly increase the costs while not providing any more care. Which makes more sense, one set of rules or 51 sets of rules (includes DC, which would have to be approved by Congress). Here Romney wants his cake and eat it too by defending the Massachusetts law but repealing the nearly identical Obamacare law.
