The law was always that absentee ballots were processed and counted on Election Day. Since previously there werent that many (you needed a reason) it was never a problem. Gov Wolf tried to change this. The Repug legislature offered him a deal - well allow vote processing to start before Election Day IF you remove the secured drop boxes and make voters depend on the USPS. This was when it was becoming clear that Trump was having the mail slowed down. Gov Wolf said no deal, the drop boxes stayed but so did the ridiculous processing timeline. As long as Repugs control the state legislature I dont see this changing anytime soon. Until more timely processing benefits them, of course.

Covid was a big concern of ours too. But also didn't want to risk our ballots being delayed.
