15. CA's been doing mass mail-in elections for some time

Since the early 2000s, any voter could sign up for permanent vote-by-mail, and before that any voter could request a mail-in ballot for any specific election. Before 2020, more than half the state's voters voted by mail - and that's a lot of people. Several counties switched to all-mail voting over the past decade. This isn't a new thing for us.

Yes, we have tracking, and have had it for many elections. The new thing this year is that you can sign up with the state to get tracking notifications as well as checking your county's website, which as been around for at least 10 years.

The only way someone can tell what's in the ballot envelopes is to open them up, which would then show signs of tampering. Given the counties where these bogus boxes are showing up, I think it's more an effort to keep what few Republican congressional seats they still have by harvesting likely Republican ballots.
