10. The problem is unchecked population growth, forcing people to live in dangerous places.

The Center for Research on the Epidemiology of Disasters' Emergency Events Database characterizes a natural disaster as having at least 10 or more people reported killed, 100 or more people reported affected, declaration of a state of emergency, or a call for international assistance.

So in general, many natural disasters wouldn't be natural disasters if the affected areas weren't so heavily populated, and if the people who did live there were affluent enough to better protect themselves. And, of course, unchecked population growth is also the fundamental cause of climate change.

"The total amount of suffering per year in the natural world is beyond all decent contemplation. During the minute that it takes me to compose this sentence, thousands of animals are being eaten alive, many others are running for their lives, whimpering with fear, others are slowly being devoured from within by rasping parasites, thousands of all kinds are dying of starvation, thirst, and disease. It must be so. If there ever is a time of plenty, this very fact will automatically lead to an increase in the population until the natural state of starvation and misery is restored." ― Richard Dawkins, River Out of Eden: A Darwinian View of Life

This principle applies to the human species as well as other animals. If only human reproduction (rather than prevention of reproduction) somehow required an active choice, the human population could be gradually reduced to a level this planet can comfortably support.
