10. Scott has done a very good job even as he was slow to mandate masks state wide

It is essentially unfair to compare Cuomo and Scott. The job was not the same. The virus struck later in Vermont, so Vermont locked down earlier in its outbreak than NYC. It was not just that time scale, NYC is very densely populated and there were many tough issues. Ie if you stop the subways, essential workers including those in hospitals can not get to work easily.

Vermont has advantages of having a lot of green space making it far easier to social distance without being confined to their homes. Even the largest city, Burlington, has plenty of low density places where people can hike or just enjoy the outdoors.

Where Vermont, the governor, the mayors, the legislature etc should get credit is they worked together. Burlington bought white denim fabric and enlisted many volunteers to make 21,000 masks that were given to front line workers such as bus drivers, clerks and others, then they were given to older people, then to anyone who asked for one.

The most impressive thing to me, is once the numbers were down and a very slow reopening process began, they genuinely had a working process that expanded testing and a strong contact tracing program. There was a spike, largely in Winooski. The spike was largely higher because once a few positives came to light nearly everyone in the affected community was tested as well as everyone consider to have contact with those positives. The outbreak was quickly ramped down.

Another positive story was recently someone at a nursing home was found to be positive. However, the facility quickly explained that this was a new person, who was still in a 14 day quarantine with regular tests before being admitted to the community. This demonstrated that the state guidelines on this worked protecting the vulnerable residents.

At this point, Vermont has not had anyone die for more than a month, has had very few people hospitalized in the last couple of months and has one of the lowest RATES of positive covid cases in the nation. Note I looked at comparisons of the rate per 100000 people. Vermont being low in absolute numbers means nothing.
