throw any old BS up against the wall, see what sort of legs it has, see how long the media will run with it, then, when it's run its course, toss the next steaming load up and see what happens

that's pretty much their MO since GHWB let the likes of Attwater and Floyd Brown take over their campaigning (IIRC that's about the time Rove started moving in)
