6. It's fairly routine for the IGs to be pretty much all replaced after a new prez is elected.

Trump didn't. If he had, he would have been walking in the footsteps of Obama, Bush II, and Clinton.

It's the same with a lot of appointees. Most of the most bitter fights over a sacking have involved positions where Obama or Bush II replaced a person and Trump only got around to doing it for reasons that could be questioned a year or three later.
