2. This reminds me of the crabs-in-a-bucket phenomena.

Crab mentality, also known as crabs in a bucket mentality, is a metaphor describing a pattern of behavior noted in crabs when they are trapped in a bucket. When any one crab reaches the top of the bucket, and could easily escape, its efforts are undermined by other crabs, by hanging onto them and dragging them back down into the bucket, thus ensuring the group's collective demise. All these red states ignoring CDC mandates will drag the rest of the country back down with them.
