I rarely went to the city, but in my community about a half hour away from Manhattan, one of my favorite places was a beer bar that routinely did this, as well as selling beer for consumption on premises. I knew of all kinds of beer bars in the city, like Blind Tiger, I would imagine that they filled growlers, too.

This doesn't happen with Bud-Miller-Coors, but is pretty common with craft beers that are only sold by microbreweries that don't have canning or bottling lines. Being as you use the same container over and over, it's environmentally friendly, too.
