Hospitals
The electrical grid
Water supply
Telephone/cell services
Police/armed forces
Firefighting
Prisons
Air traffic control
EMS

Plus:
Media
Petroleum
Ports
Banking
Transportation
Refuse collection
Agriculture
Etc.
