62. You overestimate them

Or underestimate how complicit they are.

They cant take him down without taking themselves down. Short of finding a deal that lets themselves off the hook, they will not turn, no matter what line he crosses. And the impeachment, needed as it was, just added to the visible complicity and made them all the less likely to turn on him, no matter the provocation.
