38. This tells me one thing and one thing only.

Rmoney's internal polling numbers are very bad and trending worse in at least some of those states. Every national campaign makes its decisions regarding allocation of funds on the basis of internal numbers, not public polls in the media.

This is a definite retreat, and it looks like a retreat designed to stave off total disaster rather than for strategic reasons.
