Another possibility is that they had conflicting opinions and the dissenting ones were suppressed, under pressure to create a more clear
cut case.

The whole story never made much sense though. Assad already had control of Douma for the most part. The only thing a gas attack would do is get them bombed and make the US stay in country longer.
