It's a pretty common feature on most message boards, I've seen posts asking if they could change the name of their account on this message board, and you yourself even admitted that people were able to change their account name at one point. I've been a member here since before 2009 -- joined right around the same time as you, actually -- so the example you mention could have been what I was remembering.
