The ones who shouldn't have the power of life and death over a gerbil much less a human being, but there they are, and when they do wrong the Blue Wall of Silence comes up to protect them. I reckon there's not a cop who doesn't know who the lowlifes are who are working in their midst but they keep quiet about it.
