you Can file a tax return even when you are not required to do so. In that case, I assume, there is a fee for preparing and filing the tax return. Alternatively, I assume, she is not required to prepare and file a tax return at all. In that case there is no charge even though the preparer has spent time determining that no return is required. The tax return of someone not required to file can be complicated.
