the media reports the story based on the rumors, everybody gets excited and anticipates the report.

Nothing happens and the investigation continues...

However, the media looks bad for reporting the rumor and it feeds into the Trump narrative of Fake News

Just like the 2017 rumors of Jared Kushner being indicted any day now... still hasn't happened.

And now we have Don Jr about to indicted since October or November of last year... still hasn't happened.

It took almost 9 months after Roger Stone reported he was about to be arrested for it to actually happen, and he's not related to a Trump.

When it doesn't happen, it feeds the FAKE NEWS narrative. If the investigation continues, it makes it look like Mueller is on a fishing expedition (or, gasp, a WITCH HUNT) because Kushner, Don Jr or somebody else was supposed to have been indicted a while ago.
