With exception to a '11-13 and this year, so far, the GS baseline payscale has been raised by Congress every year. However, even if the base payscale isn't raised, many employees will still receive raises through step increases, which is based on years worked. Locality bonuses are also adjusted, I believe yearly, which could also bump pay for workers in areas where cost of living is rising.
