It sounds like he's admitting to getting belligerent because he lost a game of dice, and he's admitting that he doesn't remember much, so he's apologizing for behavior that others told him he committed. Sounds like black-out drinking.

This is corroborated by people who knew him in college.

Worst of all, he did this with fellow employees in a work setting. He appears to be admitting to getting abusively black-out drunk with co-workers, at least some of whom appear to report to him (based on the reminder about confidentiality at the end of his note.)

Is he still drinking? Will he be sending such emails to his colleagues on the Supreme Court?
