Yes, his plan sucks and is toxic. He is still extremely popular on the right, and if he knows his facts and is a good talker, he could do well in the VP debates. It would be far better to have Biden prepared to take him apart in a debate then to lose the debate and have Ryan's ideas look plausible even to a fraction of the undecided.
