A crime. There must be consideration on Donald the Conald’s part to implicate him. When he paid Cohen’s fake invoices, consideration was formally acknowledged. This reimbursement happened in Feb. 2017 when Donald the Conald was a sitting president. That meets the threshold of a high crime and misdemeanor because the reimbursement happened while he was a sitting president. Tea Pain was factually inaccurate. This was not a crime committed when Donald the Conald was a civilian.
