5. Currently there are no Lowe's stores in Puerto Rico

I certainly don't know what other home improvement/repair stores are in Puerto Rico, but requiring people to use the money at Home Depot could be a way of making sure the money is used for it's intended purpose as well as helping to make sure people aren't cheated by scammers and businesses.
