Chicago's biggest police union is spending money to win power on new oversight councils

The police union paid $25,000 to two election attorneys to kick candidates off the ballot in police district races.

The union representing Chicago’s rank and file cops is throwing money into races for seats on newly formed police district councils in an attempt to extend the union’s power into a domain created specifically to oversee the officers who make up the union’s membership.

The councils were created in 2021 after years of lobbying by activists seeking to give Chicago residents greater control over the Police Department. The first ever candidates will be on the ballot in next month’s municipal election.

The Fraternal Order of Police Chicago Lodge 7 paid $25,000 to two election attorneys, according to filings with the Illinois State Board of Elections. The lawyers, Frank Avila and Pericles Abbasi, appeared for the union downtown at a Friday hearing attempting to kick candidates off the ballot in races in at least three police districts.

Woman raped in unmonitored drug sting sues police handlers

A police informant raped twice during an undercover drug buy in Louisiana has filed a lawsuit alleging her law enforcement handlers failed to monitor her in real time and allowed the attack to “play out” despite concerns over how long she was inside a known stash house.

The suit filed this week in Alexandria alleges Rapides Parish sheriff's deputies “coerced” the woman into working as a confidential informant after her arrest on felony drug charges and failed to keep their promise to protect her if a purchase went bad.

The January 2021 incident was the subject of an Associated Press investigation that highlighted the perils police informants face seeking to “work off” criminal charges in often loosely regulated, secretive arrangements with law enforcement.

The woman's attacker, Antonio D. Jones, was convicted of rape in November 2022 and later sentenced to 10 years in prison. Prosecutors recently asked a judge to reconsider that sentence, saying it “deprecates the seriousness” of the rape and Jones' extensive criminal history.

LAPD's repeated tasing of teacher who died appears excessive, experts say

Videos released this week of a teacher who died after Los Angeles police discharged a Taser on him at least six times on a Venice street raise serious concerns about the officers’ tactics, law enforcement experts who reviewed the tapes said.

The LAPD’s actions have sparked alarms from community activists as well as Mayor Karen Bass and are now the subject of an internal investigation.

Several policing experts who reviewed the videos for The Times said that the amount of force used by the officers seemed excessive given the man’s actions and that some of the tactics seemed haphazard.

Several Torrance police officers linked to a racist text messaging scandal — including two who shot and killed a Black man in a controversial 2018 incident — are no longer employed by the troubled law enforcement agency, records show.

Eight of the 12 Torrance police officers whom The Times has publicly identified as taking part in the horrific text exchanges were not listed on the department’s active roster as of last November, records show. The police department provided the roster in response to a public records request, but has refused to say whether the officers were fired because of their links to the scandal or resigned. They would not answer any other questions about the unfolding controversy.

Four of the officers The Times has been told were involved in the scandal remain employed by the city of Torrance, however. One of those officers, David Chandler, is awaiting trial on charges he unnecessarily shot a Black suspect as the man was walking away during an on-duty confrontation in 2018. The Times also recently confirmed that Chandler remains an active member of the California National Guard.

A former Rochester Police Officer has been charged with criminal sexual conduct.

The Rochester Police Department says the alleged criminal activity took place while 22-year-old Timothy Morgenstern was off duty. He had less than a year of experience with the Rochester Police Department when a report was received last September 29 about alleged illegal conduct.

Morgenstern was placed on administrative leave before his next shift and the Olmsted County Sheriff's Office was asked to conduct the investigation to avoid any possible conflicts of interest. About a week after learning of the allegation, Morgenstern's employment with the Rochester Police Department was terminated on October 6.

Morgenstern is facing one count each of third-degree and fourth-degree criminal sexual conduct involving a victim between the ages of 16 and 17 years old by a person in a position of authority. He also faces a charge of using minors in a sexual performance.
