If I were president, on Day One I would issue an executive order paving the way for Obamacare waivers to all 50 states. The executive order would direct the Secretary of Health and Human Services and all relevant federal officials to return the maximum possible authority to the states to innovate and design health-care solutions that work best for them.

As I have stated time and again, a one-size-fits-all national plan that raises taxes is simply not the answer. Under our federalist system, the states are “laboratories of democracy.” They should be free to experiment. By the way, what works in one state may not be the answer for another. Of course, the ultimate goal is to repeal Obamacare and replace it with free-market reforms that promote competition and lower health-care costs. But since an outright repeal would take time, an executive order is the first step in returning power to the states.

Deputies: At least five killed in shooting in NW Harris County

Deputy constables say at least five people have been killed in a shooting in northwest Harris County and a standoff is underway with the gunman.

The shooting happened late Wednesday afternoon in the 700 block of Leaflet in the Spring area. The Harris County Precinct 4 Constable's Office says seven people were shot and five of those people were killed.

From Sky 2 aerials, several ambulances could be seen. LifeFlight transported at least two people with gunshot wounds.

The suspect, who deputies say is a relative of the victims, fled the scene. Precinct 4 says they believed he was going to another residence at Anvil and Ella to possibly attack more family members.

Boy hit in Arizona target-shooting accident dies

(Reuters) - A 9-year-old boy who was shot in the neck by a bullet ricochet while target shooting in the Arizona desert died on Thursday of his wounds, authorities said.

The boy had been airlifted to Phoenix Children's Hospital after being hit a ricocheted handgun round early on Wednesday in the accident west of Phoenix, sheriff's deputies said.

"At this time, no charges have been filed pending the outcome of the investigation," Hegstrom said in a statement, adding no other information was currently available.

Authorities say the boy was target shooting with a group that included two adults and his sister at about 5 a.m. local time, and that it not immediately clear who fired the shot that injured him. The group had several handguns and a shotgun with them, sheriff's deputies said.
