Issa has an overblown sense of self-importance.
Ignoring his own less-than-law abiding past, he seems to be seeing himself as the new Kenneth Starr. Sad that he couldn't find something ennobling to aspire to.

This is Ft. Collins CO today. It's also what Greeley looks like. With my breathing problems, I'm not venturing outside. Friends who just came in from a walk say that we have ash falling here. With the temp nearing 100 it truly is hellish. Worst fire in Colorado history, more evacuations ordered.
