Record snow, new power outages as storm slams Northeast

Residents across the Northeast woke up Thursday to more than 100,000 new power outages and record early snow from a nor'easter that struck just 10 days after Superstorm Sandy battered the region.

DeMaio Concedes, Filner Wins Mayoral Race

Hours after San Diego City Councilman Carl DeMaio conceded in the election of San Diego's next mayor, Mayor-elect Bob Filner gave the first look at his administration during a post-election news conference held at a University Heights park.

Speaking in front of a playground at Trolley Barn Park, Filner stood with his fiancee Bronwyn Ingram and promised a "very open" administration that will come in with respect, understanding but will not be status-quo.

“I purposely had this news conference not in city hall to show we are going to respect and concentrate on neighborhoods,” he explained.

Filner thanked DeMaio for his respectful concession speech early Wednesday that marked the end of a grueling 17-month-long race and a record $13 million spent on attacks and campaigning.

NASA May Unveil New Manned Moon Missions Soon

NASA is serious about sending astronauts back to the moon's neighborhood and will likely unveil its ambitious plans soon now that President Barack Obama has been re-elected, experts say.

The space agency has apparently been thinking about setting up a manned outpost beyond the moon's far side, both to establish a human presence in deep space and to build momentum toward a planned visit to an asteroid in 2025.

The new plans have probably already been cleared with the Obama Administration but have been kept under wraps in case Republican candidate Mitt Romney won Tuesday night's (Nov. 6) presidential election, said space policy expert John Logsdon, a professor emeritus at George Washington University.

"They've been holding off announcing that until after the election," Logsdon added, noting that Romney had pledged to reassess and possibly revise NASA's missions and direction.

Astronaut Jose Hernandez loses race for U.S. House

California voters on Tuesday scrubbed the congressional launch of former astronaut Jose Hernandez, who had been seeking a new mission in the U.S. House of Representatives.

Hernandez, who would have been the sixth U.S. astronaut in history to be elected to Congress, was passed over by voters in California's 10th District, who elected Republican freshman incumbent Jeff Denham, an almond farmer and Air Force veteran, instead.

Hernandez received 46.2 percent of the votes.

Hernandez, a Democrat, grew up working with his Mexican immigrant family as a migrant farm worker. He did not learn to speak English until he was 12, but excelled in school after his family settled in Stockton, Calif.

7.5-magnitude quake hits Guatemala

A strong earthquake struck off the Pacific coast of Guatemala Wednesday morning, rocking the capital and shaking buildings as far away as Mexico City and El Salvador. Guatemala's emergency management agency said on its Twitter account that it had received preliminary reports of one death from the quake.

The U.S. Pacific Tsunami Warning Center said there was a possibility of a local tsunami, within 100 or 200 miles of the epicenter, but they were not issuing an immediate warning for the broader region. The magnitude-7.5 quake, about 20 miles deep, was centered off the town of Champerico. Nicaragua's disaster management said it had issued a local tsunami alert, but there were no immediate reports of a tsunami on the country's Pacific coast.

People fled buildings in Guatemala City, in Mexico City and in the capital of the Mexican state of Chiapas, across the border from Guatemala.

A reporter in the town of San Marcos, about 80 miles north of the epicenter, told local radio station Emisoras Unidas that houses had collapsed onto residents and smashed televisions and other appliances had been scattered into the streets.

Bulletin: German nuclear exit delivers economic, environmental benefits

Following the accident at the Fukushima Daiichi Nuclear Power Station in 2011, the German government took the nation's eight oldest reactors offline immediately and passed legislation that will close the last nuclear power plant by 2022. This nuclear phase-out had overwhelming political support in Germany. Elsewhere, many saw it as "panic politics," and the online business magazine Forbes.com went as far as to ask, in a headline, whether the decision was "Insane -- or Just Plain Stupid."

But a special issue of the Bulletin of the Atomic Scientists, published by SAGE, "The German Nuclear Exit," shows that the nuclear shutdown and an accompanying move toward renewable energy are already yielding measurable economic and environmental benefits, with one top expert calling the German phase-out a probable game-changer for the nuclear industry worldwide.

In his overview article, "From Brokdorf to Fukushima: The long journey to nuclear phase-out," Princeton researcher Alexander Glaser puts the German nuclear exit in its historical context, which includes massive, civil war-like confrontations between antinuclear demonstrators and police. Because of longstanding public opposition to nuclear power, by the 1990s few in German political life seriously entertained the idea of new reactor construction. And, Glaser notes, Germany's decision last year to pursue a nuclear phase-out was anything but precipitous; serious planning to shutter the nuclear industry and greatly expand alternative energy production began more than a decade ago. "Germany's nuclear phase-out could provide a proof-of-concept, demonstrating the political and technical feasibility of abandoning a controversial high-risk technology. Germany's nuclear phase-out, successful or not, is likely to become a game changer for nuclear energy worldwide," Glaser concludes.

Also in the Bulletin's special issue on "The German Nuclear Exit": Freie Universität Berlin politics professor Miranda Schreurs says the nuclear phase-out and accompanying shift to renewable energy have brought financial benefits to farmers, investors, and small business; Felix Matthes of the Institute for Applied Ecology in Berlin concludes the phase-out will have only small and temporary effects on electricity prices and the German economy; University of Kassel legal experts Alexander Rossnagel and Anja Hentschel explain why electric utilities are unlikely to succeed in suing the government over the shutdown; and Lutz Mez, co-founder of Freie Universitӓt Berlin's Environmental Policy Research Center, presents what may be the most startling finding of all. The shift to alternative energy sources being pursued in parallel with the German nuclear exit has reached a climate change milestone, Mez writes: "It has actually decoupled energy from economic growth, with the country's energy supply and carbon-dioxide emissions dropping from 1990 to 2011, even as its gross domestic product rose by 36 percent."
