Written English question about usage of a comma

Hi all, and thanks for considering my English composition question. I have been out of school a long time and my knowledge of the written English rules is foggy, at best.

My question: When you are writing (or typing) a greeting to someone (say, in a novel or even in a letter or email to a friend), which forms are permissible ?

A- "Hello John", "Hello Susan"

B- "Hello, John", "Hello, Susan" (note the usage of the comma)

or

C- both of the above ? I typically use option A but I do not know the rules.

The reason why I ask is, in a game I play, a Dutch woman habitually addresses people by option B. I have no idea what the rules are in the Netherlands. Just asking what the English rules are, if it even matters.

Thank you kindly for your attention to this!

Steve

Trump campaign supposedly knocking on lots of doors

Heard this on MSNBC.

If true, thoughts:

1- Hello, COVID-19 risk...eta: if the door-knockers do not use masks and social distancing.
2- Will this make a difference in battleground states ?

Financial reporter guy on MSNBC just now says, paraphrased, we may not know for weeks!

Talking about the election outcome. Come on, jesus christ, it is NOT going to take more than, what, 4 weeks at the very worst ? Is it California that takes up to 4 weeks to certify the official vote, because of absentees ? My apologies if I got that totally wrong.

We don't need any hysteria and disinformation about the vote. We are so f*******g spoiled to get these projections on Election Night, but this year, to me, there is NO way to accurately state that because of the mail-in votes.

The media needs to be responsible about this. Trump damn sure won't be, we all know that.

Rant over.

eta: I forget where the "4 weeks" info about California came from, but it was some election in the last few years. Again, sorry if I got that totally wrong.

eta2:

When is the last day to return my voted vote-by-mail ballot?

Vote-by-mail ballots that are personally delivered must be delivered no later than the close of polls at 8:00 p.m. on Election Day. Vote-by-mail ballots that are mailed must be postmarked on or before Election Day and received by your county elections office no later than 17 days after Election Day. If you are not sure your vote-by-mail ballot will arrive in time if mailed, take it to your county elections officeon or before Election Day or to any polling place in your county between 7:00 a.m. and 8:00 p.m. on Election Day.

eta3:
No later than the 38th day after the election, the Secretary of State must determine the votes cast for candidates for state and federal office and for the statewide ballot measures, certify those results, and issue certificates of nomination/election to those candidates who were nominated/elected.

Why does it take so long to get election results in California?

snip

“We prioritize the right to vote and election security over rushing the vote count,” Secretary of State Alex Padilla said in a Feb. 27 statement. “In California, we’d rather get it right than get it fast.”

snip

How long a wait are we talking about?

County election officials have 30 days to count all ballots and audit the tally. Padilla will then certify the results by April 10.

By the end of this week, elections officials in California’s 58 counties will release their first report of how many ballots remain uncounted. After the 2016 primary, the first report showed some 2.4 million ballots left to be verified and counted.

Old TV set interfered with village's DSL Internet each day for 18 months

https://arstechnica.com/information-technology/2020/09/old-tv-set-interfered-with-villages-dsl-internet-each-day-for-18-months/

Having exhausted all other avenues, we wanted to do one final test to see if the fault was being caused by a phenomenon known as SHINE (Single High-level Impulse Noise) where electrical interference is emitted from an appliance that can then have an impact on broadband connectivity.

By using a device called a Spectrum Analyzer we walked up and down the village in the torrential rain at 6am to see if we could find an "electrical noise" to support our theory. And at 7am, like clockwork, it happened! Our device picked up a large burst of electrical interference in the village.

The source of the "electrical noise" was traced to a property in the village. It turned out that at 7am every morning, the occupant would switch on their old TV which would in turn knock out broadband for the entire village.

As you can imagine, when we pointed this out to the resident, they were mortified that their old second-hand TV was the cause of an entire village's broadband problems, and they immediately agreed to switch it off and not use [it] again.

This occurred in Aberhosan, Wales UK. I wish we could post many more paragraphs, so I just cut to the chase. The article really explains it thoroughly, at the link at the top. Enjoy !

WTF... Trump Says Confederate General Robert E. Lee 'Would Have Won Except for Gettysburg'

https://twitter.com/BarryMotivates/status/1307673504834256896

https://www.newsweek.com/trump-says-confederate-general-robert-e-lee-would-have-won-except-gettysburg-1532765

In a campaign speech in Minnesota on Friday, President Donald Trump defended Confederate leaders including General Robert E. Lee while decrying protesters who attempted to damage Confederate monuments.

President Trump has resisted calls by protesters against racism in the U.S. to get rid of vestiges of the Confederacy. He has said that his administration would not allow military installations that bear the names of Confederate leaders to be rechristened. At a July press conference, White House press secretary Kayleigh McEnany said the bases "are not known for the generals they are named after, the bases are known for the heroes that served at them." Trump also signed an executive order which would send protestors who deface historical monuments to jail for ten years.

"Robert E. Lee, whether you like him or not, he won many battles in a row," Trump said Friday. "He would have won except for Gettysburg."

Trump said U.S. protesters "have no idea what they're ripping down. They're ripping down in many cases greatness. They're ripping down our past. They're ripping down our history. That's where these guys begin. They take away your history."

Yea, nothing like a CURRENT US President celebrating a treasonous 19th century general who deliberately gave up his opportunity to lead the Union Army to lead the Confederate one!

And he does this in MINNESOTA ... about as Union territory as it gets (admitted 1858 to the union, I checked lol )

Kentucky doctor who urged mask-wearing early on dies of Covid-19

https://www.nbcnews.com/news/obituaries/kentucky-doctor-who-urged-mask-wearing-early-dies-covid-19-n1240480?cid=sm_npd_nn_tw_ma

In May, while offering her expertise as a member of the Bowling Green-Warren County Coronavirus Workgroup, Shadowen fell ill. At first, she complained of feeling tired, but on the night she was taken to the hospital, she woke up saying she was short of breath, her husband, David, said.

She toggled between local hospitals for the next four months, at times being placed on a ventilator and in the intensive care unit. During weeks she regained her strength, she was lucid enough to continue working from her hospital bed and share what she knew about the virus that was ravaging her body in unexpected ways.

"There were multiple times she thought she was turning the corner and we thought she was on the road to recovery," David Shadowen, who is also a doctor, said.

But after dealing with complications from the virus, including abdominal bleeding and weakened lungs, Shadowen died on Sept. 11 surrounded by her husband and two adult children. She was 62.

My age and an infectious disease specialist, per the article. Very scary. And people STILL want to flock to these huge gatherings with no masks or social distancing. Sigh.

RIP Dr. Rebecca Shadowen, condolences to her family

Ivanka Boasted About Paying Full Price For A Trump Building Apartment — She Got A $1 Million Discount

https://www.forbes.com/sites/jackbrewster/2020/09/20/ivanka-boasted-about-paying-full-price-for-a-trump-building-apartment---she-got-a-1-million-discount/#20f123361ba9

In her first memoir, The Trump Card, Ivanka Trump brags about paying full price for a pricey two-room apartment inside a Trump-owned building in New York City, but a new book by Forbes’ senior editor Dan Alexander, White House, Inc., reveals the president got her daughter a steep discount.

In The Trump Card, a memoir that was published in 2009, Ivanka Trump, boasts about being “in control of her own life” and paying full fare for a 1,549 square foot apartment in a Trump property, soon after graduating from college.

“No one gave it to me,” she writes, before claiming she also didn’t benefit from an “insider price.”

But financial documents cited by Alexander reveal Trump paid just $1.5 million, or $968 per square foot, for the apartment in Trump Park Avenue, which stands on the corner of New York City’s 59th street and Park Avenue, while other tenants in the building paid on average $1,667 square foot — meaning Trump received more than a $1 million discount in the deal with her father.

Ivanka did not respond to Alexander’s list of questions sent to both the Trump Organization and the White House.

In 'Power Grab,' Health Secretary Azar Asserts Authority Over F.D.A.

Source: New York Times

In a stunning declaration of authority, Alex M. Azar II, the secretary of health and human services, this week barred the nation’s health agencies, including the Food and Drug Administration, from signing any new rules regarding the nation’s foods, medicines, medical devices and other products, including vaccines.

Going forward, Mr. Azar wrote in a Sept. 15 memorandum obtained by The New York Times, such power “is reserved to the Secretary.” The bulletin was sent to heads of operating and staff divisions within H.H.S.

It’s unclear if or how the memo would change the vetting and approval process for coronavirus vaccines, three of which are in advanced clinical trials in the United States. Political appointees, under pressure from the president, have taken a string of steps over the past few months to interfere with the standard scientific and regulatory processes at the health agencies. For example, a much criticized guideline on testing for the coronavirus was not written by C.D.C. scientists, and was posted on the agency’s public website over their objections. It was reversed on Friday.

Outside observers were alarmed by the new memo and worried that it could contribute to a public perception of political meddling in science-based regulatory decisions. Dr. Mark McClellan, who formerly headed the F.D.A. and now runs Duke University’s health policy center, praised the agency’s work on vaccine development but said the policy change was ill-timed.
