do they go hand in hand?

Yeah, we need social justice most definitely. The idea that cops think they have some kind of open season on Black kids is horrible and we need to address that. There can be absolutely no doubt.

However, all else being equal, which is that we all live in a sucky system where a very few people have most of the wealth, and everybody gets nickel and dimed, is it better to HAVE a job, or not have one? Is it better to be in poverty, or not be in poverty?

"A study found that the city of South Bend did not award any contracts to black-owned businesses for three straight years.

The study found that from 2015 through 2017, the city of South Bend distributed $83,675,547 in contract dollars, roughly 12 percent of the city’s contracts, to businesses owned by racial and gender minorities—and none to a black-owned business, despite the study finding that there were more than 200 qualifying minority-owned firms in the market at the time."

" Buttigieg’s focus on downtown has been criticized for coming at the expense of other neighborhoods. More than a quarter of the population still lives at or below the poverty line, well above the national average of 14%. Crime is also high. There were 15 murders, 93 rapes and 345 robberies per 100,000 in South Bend in 2017, compared to six, 52 and 339 per 100,000 in 2010, according to City-Data.com.

Two in five African Americans in the city live below the poverty line, which is almost double the national poverty rate for African American households, according to a study by the city in 2017.

In Buttigieg’s hometown of South Bend – which is 26% black – black unemployment stands at 9.2% compared with 4.9% for whites, with black households earning roughly half the income of their white counterparts, according to one 2017 study.

Eight years ago, South Bend saw a 3.9 percent drop in population during the recession and was deemed a “dying city.” Under Buttigieg’s mayorship, the city has reversed that narrative, a record he says makes him qualified for the White House. But increasingly, critics are asking: Who was the city revitalized for?

While much of South Bend is white, 40 percent of the city’s roughly 100,000 people are black and Latinx, according to recent census estimates. A city-commissioned study on racial inequalities in the city from 2017 found the black population in South Bend has higher levels of poverty and unemployment than the country. About 40 percent of black residents are living below the poverty line, and there’s an 11 percent unemployment rate in that community.

Our ruling
Buttigieg said that in South Bend, the "black poverty fell by more than half on my watch."

Buttigieg relied on outdated data that did show a decline of more than 50%. But new numbers available at the time of his remark invalidate his claim.

Overall, two sets of Census data on South Bend’s poverty do not support his claim. The metric that most favors Buttigieg, one-year estimates, shows a near 40% decline from 2011 to 2018. (Buttigieg’s comment draws from one-year estimates for 2017.)

The other metric, five-year estimates with greater reliability, shows a decline of about 6%.

Buttigieg’s statement contains an element of truth but ignores critical facts that would give a different impression. We rate it Mostly False.

Update: This fact-check was updated Dec. 13, 2019 to include comment provided by Buttigieg's campaign after publication.
