Why didn't he run for statewide office in Indiana?

I think he did run for one office but lost. But still, those who say that O'Rourke should've run for the senate again in Texas should make the same argument for Buttigieg.

And he's gay.

The feeling was that he wouldn't do well in his state. So that left him with what he's doing.

He is a mayor in a state where the majority of voters elect people that write and approve anti-choice and anti-LBGTQ legistlation. Until more rational voters control election results in his state, he will face difficulty running statewide. It's easier for him to run nationally, given that there are no multi-state regional political offices where he would have a better chance of winning.

He must be feeling quite a bit of pressure to officially launch his campaign yesterday, but he is being sensible (and refreshingly candid) about the scope of the efforts that are necessary for a solid start. He appreciates reality, while also tacitly and quietly acknowledging that people are becoming quite interested in him.
