Martin O'Malley addresses the National Press Club 2005:

Protecting Cities
Mayor O’Malley talked about the challenges and opportunities faced by the U.S. in protecting the cities from future terrorist attacks. Among the issues he addressed were the role of state and local authorities in preparing for terrorist attacks and other emergencies, federal assistance to states, and his efforts to build better infrastructures and plans in Baltimore. Following his remarks he answered questions from the audience.

1 Hour long. He was right then and he is right now on this issue.

It is here where he does question where the urgency of the global WoT really was. He speaks deeply about the need to protect and rebuild urban America.
