Each forum/group has a Statement of Purpose that can be found on its About This Forum/Group page (see button at top of thread listings for that forum/group). The one for Latest Breaking News:

Post the latest news from reputable mainstream news websites and blogs. Important news of national interest only. No analysis or opinion pieces. No duplicates. News stories must have been published within the last 12 hours. Use the published title of the story as the title of the discussion thread.
Since a duplicate post violates the SoP, an SoP alert on the post would let the Hosts know that a duplicate thread needs to be locked.
