But generally it means that the poster cannot post while the Administrators look over the poster's record. There are most likely at least 5 hidden posts so that the poster cannot post until the earliest hidden post vanishes.

It's like a temporary banning, emphasis on temporary.

take a look at their account and decide to either ban or reinstate them - sometimes that's quick and sometimes they leave people hanging for a bit. The trigger for being 'flagged' is ~2 or more hidden posts in a relatively short time.

The other form of time-out shows something like "Active but temporarily unable to post" - that's when a DUer has five or more hidden posts in the last 90 days, and it lasts until the number of hidden posts in the previous 90 days drops below 5. Posters in the time-out corner are still able to alert, recommend, send/receive PMs - they just can't post (don't know about juries).
