I can't help his grammar, but a U Chicago law professor doesn't need this high-school teacher's editing to make his English functional. Esp. when it's his point and his pun.

I'll spell it out for you. It's a play on "Obamacare", the derogatory term repukes use to describe the Affordable Care Act. And it means that President Obama cares about Americans, unlike Mitless R(money) and his hapless liar-in-arms Ryan.
