Is this story out of date, or is it all of the complaining about Hagel being blocked that's out of date? I'm confused.

When Harry Reid failed to push for more aggressive filibuster reform, some on the left called it caving. That argument fell apart when the attempt to block Chuck Hagel was thwarted. When the GOP attempted to block the nomination, Reid used the new set of rules to simply ignore them, and the vote to confirm will be held on Friday. And he is continuing with that tack, now preparing to put the vote for Brennan on the schedule, ignoring attempts to block the vote.

I'm pissed that there wasn't stronger filibuster reform, but I'd like to be pleasantly surprised to find out that the reforms we did get have more teeth than I had thought.

A hold is a way a single Senator can block any vote, and it isn't part of the official rules -- just custom.That's what Reid has said he will ignore (in this case, anyway).

Filibuster is a way the minority prevents an up and down vote unless 60 Senators vote for the end of debate.
