Another lie.

The Foundation was given an 'A' rating by the American Philanthropist Association which found that 88% of all funds go to various charity work/programs. Meaning? Overhead expenses are 12%, far lower than the industry standard (25%). The Foundation does work all around the world on poverty alleviation, healthcare, improving the lives of women & children, etc.

Only in Republican-World would a charity doing good works in the backwaters of the globe be deemed 'criminal' in nature.

And Rudy Guiliani? He should be ashamed. Not sure what's happened to the man.

It serves as a clearing house; the foundation disperses money to other charities or organizations who are better able to determine how money would be best spent to meet the needs of their clients / constituencies.

That 10% is what the foundation directly disperses; 77% of the funds raised are dispersed to other charities and organizations, so technically Giuliani is kinda sorta right. His is, however, guilty of a lie of omission concerning the 77%.
