Hispanic means that your family and ancestors have a historical connection to an area of Spanish colonization, and includes everyone from white Spaniards and the white descendants of Spanish colonialists to Filipinos, the descendants of African slaves, mestizos and any natives that adopted European cultural norms. Latino largely means the same thing, but is more geographically specific to people with ancestry from Latin America.

I've plenty of blonde haired, blue eyed Hispanics. They're not all of Spanish descent either. There was a lot of German and Irish immigration to Mexico and South America a century ago. The descendants of those immigrants are all generally considered Hispanic and Latino today.

They, like the US, received an influx of European immigrants in the 1800s/1900s. In fact, they were only second to the US. My sister has a friend from Argentina (who emigrated to the US) with the surname Budzinski, which is Polish.
