2. And if it is the result of some government employee's negligence?

I wonder if they would be fired and if there would be any scrutiny on who oversaw their work? Or maybe the buck with stop with a government official who has professional responsibility for computer security.

Hillary gave all that up all of those layers of accountability when she took sole responsibility for the security of her email correspondance. It's all on her and she went out of her way to set it up that way.
