That's the great thing about vote by mail. It's a paper ballot and you get it well in advance of the deadline to vote.

is not consistent with the registration, I believe there is a remedy. I'd be interested to know what county is involved. Here in Douglas County, they only planned on mailing out the ballots today, Friday April 29, according to the Roseburg News Review.

254.470 Procedures for conducting election by mail; rules.
(1) The Secretary of State by rule shall establish requirements and criteria for the designation of places of deposit for the ballots cast in an election. The rules shall also specify the dates and times the places of deposit must be open and the security requirements for the places of deposit. At a minimum, the places designated under this section shall be open on the date of the election for a period of eight or more hours, but must be open until at least 8 p.m. At each place of deposit designated under this section, the county clerk shall prominently display a sign stating that the location is an official ballot drop site.

(2)(a) Except as provided in paragraphs (b) and (c) of this subsection, the county clerk shall mail by nonforwardable mail an official ballot with a return identification envelope and a secrecy envelope not sooner than the 20th day before the date of an election and not later than the 14th day before the date of the election, to each active elector of the electoral district as of the 21st day before the date of the election.

(b) If the county clerk determines that an active elector of the electoral district as of the 21st day before the date of the election does not receive daily mail service from the United States Postal Service, the county clerk shall mail by nonforwardable mail an official ballot with a return identification envelope and a secrecy envelope to the elector not sooner than the 20th day before the date of an election and not later than the 18th day before the date of the election

(c) In the case of ballots to be mailed to addresses outside this state to electors who are not military or overseas electors, the county clerk may mail the ballots not sooner than the election.


(3) For an election held on the date of a primary election:

(a) The county clerk shall mail the official ballot of a major political party to each elector who is registered as being affiliated with the major political party as of the 21st day before the date of the election.

(b) The county clerk shall mail the official ballot of a major political party to an elector not affiliated with any political party if the elector has applied for the ballot as provided in this subsection and that party has provided under ORS 254.365 for a primary election that admits electors not affiliated with any political party.

(c) An elector not affiliated with any political party who wishes to vote in the primary election of a major political party shall apply to the county clerk in writing. The application shall indicate which major political party ballot the elector wishes to receive. Except for electors described in subsection (4) of this section, and subject to ORS 247.203, the application must be received by the county clerk not later than 5 p.m. of the 21st day before the date of the election.

(d) If the primary election ballot includes city, county or nonpartisan offices or measures, the county clerk shall mail to each elector who is not eligible to vote for party candidates a ballot limited to those offices and measures for which the elector is eligible to vote.

(4) For each elector who updates a voter registration after the deadline in ORS 247.025, the county clerk shall make the official ballot, the return identification envelope and the secrecy envelope available either by mail or at the county clerk’s office or at another place designated by the county clerk. An elector to whom this subsection applies must request a ballot from the county clerk.

Section 2(a) addresses when ballots for an election will be mailed out... not early than the 20th day before the scheduled election, and not later than the 14th day before the election. Since the election is on the 17th May, April 29 falls within that window.

Looks to me like April 28 would be the absolute earliest the ballots could be sent out.

Do you see something wrong with how I'm reading this?

I've rarely had problems with mail-in ballots in California, but when I did the county registrar got it fixed immediately. Since Oregon is all mail-in voting, I'd be surprised if there isn't an SOP for what to do with wrong/damaged/missing/mistaken ballots.

If she is, then she should be able to get the correct ballot. The county office should have a copy of her registration.

She may be misremembering. Or put a check mark in the wrong box.

Or somebody entered it incorrectly into the database. Or the piece of paper was scanned incorrectly.

Or somebody put a stack of non-partisan ballots on top of (D) ballots and they got loaded into the machine.

Lots of things can go wrong. People try to improve their percent accurate rate, but perfection is beyond most of us. (And I find that those that sincerely think themselves perfect just aren't really human(e).)

We like being offended. We require that others, but never ourselves, be infallible. So it can't be some reasonable mistake. And if there is a mistake, it's got to be malicious. That works for the Other, in this case the evil, nasty government that we personally don't control. But the same assumptions are projected on others, so your friend can't make a simple mistake--she has to be duplicitous and deceptive if she's in error as to the facts, so she needs to be defended against such scurrilous charges.

We also tend to overlook or minimize screwups when they're in our favor.

It sounds like there are a lot of problems. But when you look at a country of ~100 million eligible voters, myriads of different voting systems, thousands of people workIing elections -many only on election days -, confused or inexperienced voters I'm surprised we don't have more problems.

And problems should be reported to the people actually in a position to fix them, not to the social medium du jour, even though it's easier and more fun to whine about how one is being oppressed. Are there real systemic issues with voting in this country? Probably. I'm afraid that all the non-productive posts about vast conspiracies is pushing them to the background.

Oregonian here.

I switched my registration only to receive a non affiliated party ballot.

I called and a human answered, confirmed my name and birthday and said "you will get your new ballot within a week, because you switched sometimes ballots get crossed in the mail".

tomorrow or Monday. I'm guessing if your friend got the wrong one, they should be able to get a new one. Have no idea.

That is usually what has been happening. Indies get an Indy ballot and cry foul. I got mine yesterday, it's fine but I have ALWAYS BEEN A DEM

I was an independent until 10 days prior to the cutoff to register as a dem and still vote in the primary. Got an independent ballot, and almost didn't even realize anything was off. I was assuming another balloy would be sent for the presidential nomination, so I had it all sealed and ready to go. Glad I thought before mailing it. I plan to pick up the proper ballot somewhere today if I can. Office doesn't open for another hour though.
