SAN ANTONIO — A sexual misconduct scandal among instructors at Joint Base San Antonio-Lackland that was the worst in Air Force history triggered a flurry of efforts to transform basic training, but a government agency said Tuesday there is unfinished work to be done.

The Government Accountability Office reported that the Air Force has yet to fully implement six of 46 recommendations made in an analysis of instructor misconduct at Lackland, home of Air Force basic training.

GAO said one other recommendation, developing a more effective incentive program for instructors, hadn't been implemented at all.

“The Air Force implemented most recommendations from the 2012 commander's report intended to better prevent, investigate and respond to sexual assaults and related misconduct during the Air Force's basic training for new enlisted personnel, but it has not evaluated the effectiveness of its actions,” the GAO report said.
