Virginia governor McAuliffe (D) agrees to restore concealed carry reciprocity

Gov. Terry McAuliffe plans to announce Friday that Virginia will restore handgun reciprocity agreements with nearly all states, in a stunning reversal of a firearms policy that had angered Republicans and gun rights advocates across the nation.

The about-face is part of a deal that McAuliffe (D) struck with Republican leaders one month after Attorney General Mark R. Herring (D) ended the right of gun owners in 25 states to have their concealed carry permits recognized in Virginia.

In exchange, Republicans will agree to a major concession: Anyone subject to a permanent protective order for a domestic violence offense will be prohibited from carrying a firearm for the two-year life of the order. The issue had been a nonstarter in the Republican-controlled General Assembly.

Some gun-control activists quickly panned the agreement.

In a Facebook message, the Coalition to Stop Gun Violence said McAuliffe has bragged about “his administration’s aggressive new approach to confronting the National Rifle Association.”

“Now he’s preparing to cave to them,” the message says. “As far as we are aware, there is not a single gun violence prevention advocate in Virginia who was informed about this deal before it was done. We all stand in opposition to it.”


Sounds like a win/win to me. Not sure why the controllers oppose it.

1. Seems like a good trade to me

 

Does something to take guns out of the hands of those involved with domestic violence.

There are some other good things in there, as well:

It includes an amendment offered by Sen. Chap Petersen (D-Fairfax City) that says Virginia will not honor an out-of-state concealed carry permit held by a person whose Virginia concealed carry permit was previously revoked — a practice known as “state shopping.”

In another concession, state police must be present at all gun shows to administer background checks in private sales of guns on a voluntary basis. McAuliffe’s budget includes $100,000 to fund the activity.

Sen. John S. Edwards (D-Roanoke) and Del. L. Scott Lingemfelter (R-Prince William) are carrying that bill.


I especially like that last part, though I would think *all* gun show operators would
be willing to fork over for a police detail to do BGCs for legal, if not moral, reasons.

4. Another deeper issue may underly this "stunning reversal"...

 


Some folks involved in this destructive controversy want to push for the appearance of bi-partisan consensus; the controllers to wrest control from its "Banzai" banners; the pro-2A side wants negotiations based on quid pro quos. "Both sides" (such as they are) want legitimacy.

McAuliffe is an old gun-controller, but even he may tiring of the 49-to-zip scores his side suffers constantly.

5. Obviously bought off by the Evil NRA

 

Some people around here are going to be very unhappy about this.

They spent a week celebrating when the AG in Virginia single handedly pulled the reciprocity from so many other states as a big, big gun control win.

Then, not realizing the unintended consequences, they whined that all the people that would be open carrying now were a danger.

Soooo, it has to be that McAuliffe was bought off by those evil NRA money men.

9. Me Irish mother always said...

..."tip generously, most of their pay is tips." I'm a 15% minimum guy, myself.

Of course she also said, "I'd rather owe it to you than cheat you out of it." So I was always a bit unsure of what exactly was correct.
